Burning rocks mystery

This story kind of reminds me of the one where the guy was finding these cool, bubbled looking yellow rocks and was putting them in his pocket. After he got home he found out they were Uranium. (story from GPEX and a bad memory)

However this is real wierd. Eco- terrorist?
"Hey man if we spray this stuff on rocks then people find them and put them in their pocket, it will catch on fire!"
"Yeah that will stop those lousy beachcombers from taking the rocks off the beach and harming the fish"

wouldn't the phosphorus react right away in the air? who knows how long on the beach it was before they picked them up, and it had to be in her pocket for at least 20mins-hours while walking on the beach and being at home?
